Saudi Arabia’s foreign direct investment inflows (FDI) rose 33.5% to SR 159.1 billion (USD 42.4 billion) in 2025, up from SR 119.2bn in 2024, according to the General Authority for Statistics (GASTAT).

Total FDI stock grew 8.3% to SR 1.06 trillion by year end. Net inflows edged up only 1.7% to SR 81.4 billion, because outward investment nearly doubled to SR 77.7 billion. Construction attracted the largest share of inflows at SR 34.5 billion, or 21.7%, followed by manufacturing at SR 33.4 billion and administrative and support services at SR 22.4 billion.

Manufacturing also holds the biggest slice of total stock at SR 285.4 billion, or 27%, and the UAE is the largest single investor at SR 170.7 billion. Inflows are now five times their 2017 level, a compound annual growth rate of 24%, as Riyadh steers foreign capital into non-oil sectors under Vision 2030.
