Dubai approves AED 20bn urban plan to lift property values across 48 centres

Dubai has approved an Urban Centres Development Plan covering six main urban centres and 42 sub-centres, together representing 12% of the emirate’s urban area. Backed by a budget exceeding AED 2 billion, the plan is projected to raise real estate values in targeted areas by AED 20 billion by 2040.

It rests on three pillars: quality of life, economic returns, and infrastructure efficiency, achieved by concentrating population and jobs around mass transit stations. The share of residents living near metro stations is set to rise from 52% to 74%, while public services coverage is targeted to climb from 74% to 85%.

The Executive Council also approved a Sustainable Population Planning Policy linking demographic forecasts to economic and urban strategy, and a Digital Authorisation System, developed by Digital Dubai, that lets individuals and companies delegate low-risk government transactions without notarial attestation.
