Abu Dhabi taps OpenAI to automate business permit approvals

Abu Dhabi has partnered with OpenAI to speed up government services by automating checks on business permits and certificates. The partnership runs through a new Machine-Readable Government initiative that converts regulations into machine-readable formats.

The first pilot is running with ADAFSA, Abu Dhabi’s agriculture and food safety authority, and construction permits, business and freelance licensing and procurement are among the planned extensions. The deal was one of four signed on 2 November at ADIPEC. Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan and OpenAI CEO Sam Altman witnessed the signings.

Under one of the other agreements, ADNOC becomes the first energy company to deploy OpenAI’s Frontier platform, in a multi-year partnership with G42 subsidiary Inception42. Mubadala signed with OpenAI and Inception42 to apply AI to investment analysis, opportunity identification and risk assessment. A five-year Inception42 partnership will also support AI adoption across UAE government, business and education. The deals fall under Abu Dhabi’s AED 13 billion 2025–2027 Digital Strategy.
