Qatar's Ministry of Commerce and Industry has launched a dedicated e-commerce license framework under Decision No. 25 of 2026, enabling entrepreneurs to conduct approved commercial activities digitally through their own websites.
The license covers 194 business categories including fashion design, consulting, digital design, AI solutions, photography and translation services. Businesses must operate under a ".qa" or ".com.qa" domain registered through one of eight Communications Regulatory Authority-approved providers.
Licenses are issued via Qatar's Single Window platform at a flat fee of QR 500, with applications processed electronically. The framework is intended to formalise digital commerce, raise trust in online transactions and expand access for both Qatari and international entrepreneurs.
Authorities say the initiative will stimulate investment and advance digital transformation in line with Qatar National Vision 2030. Applicants are advised that submissions cannot be withdrawn or cancelled once filed through the platform.
