Dubai’s Executive Council approves AED 18bn package spanning infrastructure, culture and investment

Dubai's Executive Council, chaired by Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, has approved an AED 18 billion package of strategies and projects spanning infrastructure, culture, trade, digital governance and Islamic finance in further pursuit of the emirate's D33 economic agenda.

The headline project is the First Al Khail Street Development Plan, a 15-kilometre elevated corridor running parallel to Sheikh Zayed Road with construction set to run from Q3 2027 to Q4 2030, projected to cut peak-hour travel times by 51% and add capacity for 9,000 additional vehicles per hour.

The package also encompasses the Dubai Cultural Strategy 2033, which targets a 5.4% GDP contribution from the cultural sector and a greater than 200% expansion of cultural assets, alongside the launch of a unified Investor Register designed to streamline cross-jurisdiction business registration in support of the Dh650 billion FDI target by 2033. Additional measures include an AI-powered real-time population monitoring system, an Emirati Talents Strategy for private education, and a new Global Centre for Technology and Innovation in Islamic Finance to be managed by the Dubai International Financial Centre.
